This year's Forum will bring together companies and public institutions from both Poland and the UK, with a strong focus on fostering partnerships in medical technology. It offers a unique platform to explore collaboration and investment opportunities within the UK-Poland MedTech sector, gain insights into both countries' health ecosystems, and engage in thought-provoking discussions with industry leaders and senior government officials.
Invest in Silesia
The Silesian Region, as well as its capital city of Katowice, offers an ideal location for expansion, with its central location ensuring excellent market access, and connection to a developed transport infrastructure, including an international airport. Katowice Special Economic Zone (KSEZ) provides significant financial incentives such as tax breaks and exemptions, making the region a cost-effective choice for setting up operations. This financial advantage is further enhanced by the highly skilled workforce, particularly in IT and engineering, thanks to local universities like the Silesian University of Technology. The region is rapidly emerging as a dynamic tech hub with a growing network of start-ups, R&D centres, and innovation initiatives. Prof. Piotr
Wilczek
Ambassador of the Republic of Poland to the United Kingdom of Great Britain and Northern Ireland
Ambassador Piotr Wilczek was born in Chorzów, Poland on 26 April 1962. He received his MA, PhD and Habilitation (postdoctoral) degrees from the University of Silesia in Katowice and conducted his postgraduate research/training at the University of Oxford (St Anne’s College), University of East Anglia (The British Centre for Literary Translation) and the University of London (The Warburg Institute). In 2006, he was awarded the title of Professor of Humanities by the President of the Republic of Poland.
Between 2016 and 2021, as Poland’s Ambassador to the United States of America, Ambassador Wilczek was extensively involved in promoting and strengthening transatlantic relations, especially in the areas of defence, energy and trade. In 2020, he received the Amicus Oeconomiae award from the Minister of Foreign Affairs of Poland for his achievements in supporting and protecting the economic interests of Polish enterprises in foreign markets. On 22 December 2021, he was appointed Poland’s Ambassador to the Court of St James’s and began his mission in London on 15 February 2022.

Director of Medical Technology & Innovation at the Department of Health and Social Care
David Lawson is Director of Medical Technology & Innovation at the Department of Health and Social Care having commenced the role in October 2022. In this role, Mr Lawson is the Government policy lead for Medical Technology with responsibility for the implementation of the Government's inaugural Medical Technology Strategy published February last year. Key initiatives include the Design for Life programme, to promote circular economy; Value Based Procurement Methodology and associated MedTech Compass to support evidence based decision making and enable a Passporting System, to be adopted for MedTech procurement; NICE Multi-Tech Assessments of existing product categories; National Product Information Management System; National Outcomes and Registries Programme, National Equipment Tracking Information System, reform of the Part IX Drug Tariff which controls MedTech prescribed in the community. David is also SRO for the Innovative Devices Access Pathway bringing together MHRA, NICE, NHSE to provide enhanced support for novel technology that meets an unmet need, and member of the Independent Advisory Committee (IAC) for the newly launched NIHR HealthTech Research Centres (HRCs) Network. Prior to joining the Department, Mr Lawson was the Chief Procurement Officer at Guy's and St Thomas' NHS Foundation Trust – a position he held for 21 years – and is a double winner of the Supply Chain Excellence Award in 2008 and 2021.

Chilvers
Deputy Director for Life Sciences and Innovation in Welsh Government
Dr Rupa Chilvers has worked in health and care for over 20 years delivering innovation and change programmes. As the Deputy Director for Life Sciences and Innovation in Welsh Government, she is working closely with policy makers and people working in health and care designing and supporting national activities as well as working across the UK and through international programmes. She continues to work closely with clinicians, practitioners and leaders across services in community, primary and secondary care for emerging technologies such as AI, growth of the economy through life sciences and for evidence-informed policies on innovations working at scale. Taking a people perspective in all the programmes she supports, Rupa has also worked as a Technical Advisor with WHO and other UN agencies supporting and leading policy and strategy development for international health systems. She is well-versed in taking actions that are required for the short and medium term as well as using horizon scanning to help shape health and social care outcomes for the future generations.

Kruczek-Gębczyńska
Head of the Silesian Investors and Exporters Assistance Center
She gained her almost 20 years of professional experience working at the Marshal's Office of the Silesian Voivodeship, where she was responsible, among others, for contacts with the Polish Investment and Trade Agency in Warsaw, regional governments and entrepreneurs interested in investing in the region. Currently, she holds the position of Head of the Silesian Investors and Exporters Assistance Center, in the Department of Promotion, Economy and Tourism.
She manages the work of the team supporting potential investors interested in starting a business in Silesia Region and promoting the investment and economic attractiveness of the region during national and international events.

Over 20 years of professional experience in Polish business. Ability to develop effective relationship with global companies. FDIs enthusiast determined in supporting foreign investors on setting up centers on Polish market, including creating investors’ brand identity. Effective in building sustainable links in international cooperation. Revamp of education models.
Growing her professional career in the City Hall since 2011. Co-managing the Department and implementing development plans. Focused on building value-driven foreign investors management and directly supporting the majority of projects in the business services sector, i.a. Kyndryl, Rockwell Automation, Honeywell, Danone, LKQ, Hyland, EPAM, Concentrix, Vaillant, Fujitsu, Accenture, SD Worx, Ammega, Aebi Schmidt, Infobip, Diebold Nixdorf, TÜV Rheinland. The Supervisory Board Member of kato.hub Ltd. a company responsible for the Katowice’s megaproject “Katowice Gaming and Technology Hub”.

International Business Development Manager - Tech
Lynsey Thompson has worked for the Welsh Government for over 10 years in a
variety of roles all focused in the Tech sector and is currently working as
International Business Development Manager,Tech based in the Welsh
Government’s London Office. Lynsey has extensive experience helping both
international and UK technology businesses scale into Wales working with the likes
of Starling Bank, Target (Tech Mahindra), DevopsGroup (Amdocs) and Backbase to
name a few. Prior to working for Welsh Government, Lynsey headed up the Paris
office of a tech specialist headhunting firm. When not dashing around after her three
busy sons, Lynsey enjoys a run with her dog in the countryside to keep fit and to
restore some semblance of mental serenity!

Mateusz Rzeszowski is a legal and investment expert with extensive experience in managing large-scale investment projects in Poland, particularly in the Silesia and Opolskie regions. As the Director of Legal and Investor Service at the Katowice Special Economic Zone (KSSE), Mateusz has supported over 400 investment projects, with a total value exceeding 19 billion PLN. His responsibilities include guiding both foreign and domestic investors through every phase of their projects, from the initial site selection, legal entity establishment, and regulatory approvals to securing tax incentives, negotiating with utility providers, and offering ongoing operational support.
His legal expertise spans public aid, project management, and providing specialized legal advice, which he has applied in roles across various organizations, including the United Nations Economic Commission for Europe where he is a member of task forces on the just transition.
Mateusz holds a Master’s degree in Law from the University of Silesia in Katowice and completed his Bar training at the District Bar Council in Katowice.

As an expert working in the Silesian Investors and Exporters Assistance Center, in the Department of Promotion, Economy and Tourism of the Marshal's Office of the Silesian Voivodeship, he is responsible for acquiring and maintaining contacts with domestic and foreign investors, representatives of local and foreign authorities, chambers of commerce, consulting companies, developers, etc.
He promotes Silesia Region as the best place to invest in CEE and maintains a regional Investment Offers Database.

Rafal Owczarek is Head of Trade and Investment UK & Ireland at the Polish Investment and Trade Agency. Based in London, he leads a team of experts responsible for developing export, supporting businesses, and growing foreign direct investment in Poland and in the UK.
An international trade expert, he had previously established and was Head of UK Overseas Business Network Initiative (OBNI) at the British Malaysian Chamber of Commerce (BMCC) in Kuala Lumpur, Malaysia. The initiative was launched globally by UK Department for International Trade (DIT) to transform the support available for UK SMEs seeking to do business in high-growth, hard-to-access overseas markets.
Prior to moving to Southeast Asia, he had worked as Public Relations and Trade Officer at the Arab British Chamber of Commerce (ABCC) in London, where he was involved in developing trade and investment between the UK and the Arab world.
Rafal holds an MA in International Liaison from the University of Westminster, BA in Arabic and Middle Eastern Studies from the University of Leeds and BA in International Relations from Lodz University of Social Sciences.

Karol is a career dyplomat and civil servant. Between 2013 and 2020, he worked in the Economic Department of the European Union at the Ministry of Foreign Affairs of Poland, covering issues such as EU trade and investment policy and Brexit; in 2020, as a counsellor in the Chancellery of the Prime
Minister of Poland; in 2021, back in the MFA, covering energy diplomacy in the Department of Economic Cooperation. Since 2022 the Head of Economic Section at the Embassy of Poland in London. Karol graduated from the Warsaw University (international relations) and the SGH Warsaw School of
Economics (finances). He has PhD in Political Sciences since 2016 (Warsaw University).
Ewa is an experienced business leader and independent advisor with experience in building successful enterprises who is now providing consulting services to technology-focused enterprises ranging from start-ups to multinationals. Until recently a Managing Director of a health tech company, her expertise is in supporting international companies within digital and med-tech, building highly performing teams and operations, and creating networks of support to help innovative companies succeed.
Ewa is an educator on tech and health, a speaker at national and international events, a mentor, a health-tech executive, and a former NED of publicly funded organisations (GBS LEP and WMHTC).
She is also a successful published academic and has authored peer-reviewed publications including in the highest ranking medical journals including BMJ and NEJM. A former bid reviewer for NIHR, an assessor for Innovate UK and an honorary lecturer in a medical school at a UK University.

Lawyer, manager, public affairs expert in healthcare and pharmaceutical sector. A graduate of the law faculty at the Lazarski University (specialization: intellectual property protection), as well as postgraduate studies in management at the University of Warsaw and the Warsaw School of Economics. She also completed postgraduate studies at PR Academy.
For years she is associated with economic, innovation and healthcare issues. At the beginning of professional path, she was a journalist of the Polish Radio 3. In the following years, a spokesman, advisor, head of economic and healthcare departments in PR agencies.
She cooperated closely with the Ministry of Development, the Ministry of Foreign Affairs
and the Ministry of the Environment on projects aimed at the acceleration of start-ups and
innovative SMEs and international expansion of Polish entrepreneurs i.a. to Great Britain,
China, Russia, Germany or the Czech Republic. She co-organized the Polish-American Innovation Week in California in 2014. For almost 5 years, she was responsible for PR and PA stategy in The Employers; Union of Innovative Pharmaceutical Companies INFARMA, representing organization, i.a. in Parliament, at the Social Dialogue Council, at industry conferences and in the media.
From October 1, 2021, she is developing the BioInMed industry association, aimed at
building an ecosystem that allows for the dynamic development of the medical biotechnology sector in Poland. She cooperates with the Medical Research Agency, the National Center for Research and Development or the Polish Investment and Trade Agency and other government administration entities, as well as with business environment
institutions, e.g. cluster of New Medical Technologies NTMed or the Warsaw Stock
Exchange.
In 2023, she was listed among the 50 most influential women in healthcare in the "Woman of the Health Market" ranking.

Robert has over ten years of international recruitment experience in talent solutions across
Europe.
With a seasoned background in leading delivery teams and recruiting for niche skills within
technology, Robert started out at SThree within Real Staffing's Banking and Financial
Services practice in London. Partnering with nearby commodity exchanges and fintech
organisations, Robert then went onto SGI Group where he developed a permanent
technology recruitment offering for the Swiss market.
At Cpl, Robert leads their UK technology brand Ntrinsic and is a keen collaborator in
initiatives across Europe and working on projects and deliveries with our Polish partners and
within Central Europe.

Professional path – VP Gaming Technology Hub, former MD/Head of Ammega GBS, MD/VP Association
of Business Service Leaders (ABSL), Managing Director at Capgemini and also holding leadership roles in
international companies as Siemens, Dade-Behring and Hoechst.
Marcin is appointed as Vice President of newly created Technology-Gaming Hub in Katowice to develop
strategy, future operational model and creating value through platform building. Previously Marcin was
leading the structures of GBS for Ammega Group owned by Partners Group, and at Capgemini, he
managed industrialized Global Managed Services Delivery Centres and also Global Distributed Smart
Services network. As VP of ABSL, Marcin was leveraging investor’s location strategy decisions for
business services sector in Poland and EMEA countries.
Marcin, for activities supporting business development, was awarded by the Chamber of Commerce
with Laure of Skills and Competence, in 2020 he was recognized as one of the 200 most influential
people on the Polish economy and as representative of the business community, Marcin received
honored title of Merited Citizen of Katowice City.
